SHANGHAE incident: Please refer to your telegram No. 167 of the 29th ultimo. The question has been pressed continuously, both here and at Nanking, but practically no progress has been made.
The Wai-wu Pu were urged, at an interview which I had on the 25th ultimo, to order the Viceroy to dispatch his Deputies to Shanghae at once. They promised to do this, but without any result.
Tuan-Fang, the new Viceroy of Nanking, leaves for his post shortly. I have arranged to meet him on the 4th, when I will impress on him that it is necessary that definite instructions for the settlement of the case should be extracted from the Foreign Board.

CANTON-KOWLOON Railway negotiations.
Peking, October 1, 1906.
The price of the loan is the only point of importance outstanding, and the possibility of an early settlement is indicated.
I venture to suggest, with the object of facilitating transactions concerning other railways, that the Corporation should be advised to show the most liberal spirit in meeting the Chinese.
